India’s economic growth relies heavily on the unorganised sector, which employs crores of daily-wage labourers, construction workers, farmers, drivers, rickshaw pullers, domestic helpers, street vendors, and other low-income workers. These hardworking people are the backbone of the nation, yet they often remain deprived of social security, healthcare, education support, housing, pensions, and insurance benefits.
To protect the rights of such workers, the Central Government and State Governments have introduced the Free Labour Card Scheme 2025. Through this initiative, unorganised workers can register themselves and get a Labour Card (Shramik Card / Mazdoor Card) free of cost. Once registered, workers become eligible for several welfare benefits offered under labour welfare boards, social security schemes, and government programs.

What is the Free Labour Card?**
A Labour Card is an official identity card issued by the Labour Department or State Labour Welfare Board to workers in the unorganised sector.
It serves two main purposes:
- Identity Proof – Recognises a person as a registered worker under the labour welfare system.
- Welfare Access – Provides access to government-run schemes, subsidies, financial support, and social security benefits.
Workers do not have to pay any charges for registration; it is completely free under the Free Labour Card Scheme 2025.
Objectives of the Free Labour Card Scheme**
The scheme has several key objectives:
- To provide legal recognition and a valid identity to unorganised workers.
- To extend social security benefits such as healthcare, education support, housing, and pensions.
- To make workers eligible for government subsidies, insurance, and financial aid.
- To bring transparency and create a database of workers in the unorganised sector.
- To empower labourers and improve their standard of living.
